Philatelic Deposit Account ( PDA ) can be opened at Philatelic Bureau only. However, Philatelic counters also supply all Philatelic items but are not authorised to issue the special Cancellation that accompany each commemorative postage stamp. Philatelic Bureau provide a standard first day of issue Cancellation on the first day cover.
